To my knowledge DJ2 really only has the licensing *capability* to make a movie, but they haven't actually done anything in terms of starting a production up. That is correct. Unfortunately, we don't have a definitive answer to this. I don't think fiberglass was as widely used by the time the live-action special came around, and I could see them resorting to foam. But again, I'm just speculating.
